Challenges Faced by HEC Overseas Scholars: A Closer Look

The Higher Education Commission (HEC) of Pakistan has long been recognized for its efforts in promoting higher education and facilitating academic pursuits. However, recent challenges faced by HEC overseas scholars have brought to light significant hurdles in the execution of its scholarship programs. This article delves into the journey of HEC Overseas Scholarship Phase 3 Batch 3 recipients and the obstacles they encountered due to funding uncertainties.

In 2021, HEC announced the Overseas Scholarship Phase 3 Batch 3, offering opportunities for Pakistani scholars to pursue Ph.D. studies in selected fields abroad. The selection process involved a rigorous evaluation, including the Highly Advanced Test (HAT), to ensure merit-based selection. Upon shortlisting, candidates received letters of acceptance from HEC and proceeded to secure admissions to renowned universities across the globe.

While many scholars successfully commenced their academic journeys, a significant portion faced unforeseen challenges. In March 2022, HEC issued provisional Award Letters to selected scholars, outlining the terms of the scholarship, including a surety bond with HEC. However, in June 2023, HEC received a concerning letter from the finance department, indicating a delay in the disbursement of funds for the scholarship program.

The delay in funding had profound implications for the affected scholars. Without financial support from HEC, scholars found themselves in precarious situations, with some universities revoking admissions and others withholding visas. The uncertainty surrounding the scholarship jeopardized the academic pursuits and career aspirations of numerous scholars, causing distress and frustration among the affected individuals and their families.

The challenges faced by HEC overseas scholars underscore the importance of robust financial management and transparent communication in scholarship programs. While HEC plays a pivotal role in facilitating higher education opportunities, ensuring the timely disbursement of funds is paramount to upholding its commitments to scholars and partner institutions alike. Moving forward, concerted efforts are needed to address the funding issues and restore confidence in HEC’s scholarship programs, safeguarding the aspirations of aspiring scholars and fostering international cooperation in academia.
