PM Kakar’s Visit to China to Revolutionize Pakistan’s Roads Infrastructure

ISLAMABAD: As Prime Minister Anwaar-ul-Haq Kakar’s forthcoming visit to China approaches, the Pakistan-China Highway Research & Training Centre (HRTC), a pivotal project, will take center stage during this significant diplomatic mission. 

Operated as a subsidiary of the National Highway Authority (NHA), the HRTC serves as a hub for indigenous research across various disciplines within highway engineering, encompassing pavements, bridges, tunneling, environmental engineering, hydraulics, and geotech. Moreover, the center is dedicated to providing technical training to NHA engineers.

Under the framework of the CPEC- China-Pakistan Economic Corridor, a groundbreaking joint research initiative is set to span from 2023 to 2027. This initiative is designed to foster collaboration and innovation across multiple domains of highway engineering. During the Prime Minister’s upcoming visit to China, a formal memorandum of joint research extension is expected to be finalized and executed, underscoring the pivotal role of the NHA in this collaborative endeavor.

The following key activities have been agreed upon and are scheduled for completion: the establishment of the HRTC Research Institute on a 530-acre parcel of land already secured by the NHA at a cost of PKR 520 million. This construction project will be overseen by a Chinese contractor or consultant and is supported by a Chinese grant totaling 52 million USD or 374 million RMB (equivalent to 15 billion PKR). The institute will feature comprehensive infrastructure, a testing track, and indoor and outdoor laboratory facilities. Upon completion and requisite training, it will be transferred to the NHA for operational management.

HRTC New Opportunities for Pakistani Engineers 

Additional elements encompass the Long-term Pavement Performance (LTPP) study under both controlled and uncontrolled conditions, research ventures spanning reclaimed asphalt, bridges, tunneling, and more, as well as training and degree programs in China. This comprehensive initiative also involves the development of engineering design manuals and standards tailored for Pakistan, in adherence to Chinese standard operating procedures. A designated Chinese consultant is set to arrive in Pakistan shortly after the Prime Minister’s visit concludes, embarking on a comprehensive feasibility study. The findings of this study will determine the precise grant amount to support these collaborative undertakings.

The joint research program holds the promise of making a substantial impact on the advancement of Pakistan’s highway infrastructure. It will equip the NHA with state-of-the-art technologies and expertise to enhance the quality, safety, and durability of the nation’s roadways. Furthermore, it will open up fresh opportunities for the training and professional development of Pakistani engineers.
