These words are very different. After the announcement of Chinese President Xi Jinping that he has to visit Russia in the month of March, the two states have made a statement asserting that ties between the two nations have reached “the highest level in history”. That same day, White House spokesman John Kirby dismissed the relationship, calling it a “marriage of interest”.
The inconsistency between the two narratives has led to nearly two decades of conflict over Sino-Russian relations. One side says the relationship between Beijing and Moscow is a real partnership; others see them as separate, united states of the United States.
It’s the only thing that binds them together. This perspective sees the relationship as the “axis of simplicity,” as Bobo Lo put it in his 2008 book. Brief descriptions of relationships have limited explanatory power. A more comprehensive view of Sino-Russian relations can be obtained by examining Sino-Russian influence “on the ground” in areas where both sides have significant interests.
